Types of businesses eligible for the tourism and hospitality revival program

The government has introduced legislation to implement the recently announced tourism and hospitality revival program, which would provide support through wage and rental subsidies to some tourism and hotel businesses still facing challenges related to tourism. pandemic, with a subsidy rate of up to 75%.

Eligibility would generally be limited to organizations for which more than 50% of their pre-pandemic income came from performing one or more of the following activities:

  • Operation or management of an establishment offering short-term accommodation, such as a hotel, motel, chalet, bed and breakfast or youth hostel.
  • Prepare and serve made-to-order meals, snacks and drinks for immediate consumption on-site or off-site, such as a restaurant, food truck, cafeteria, caterer, cafe, food concession, bar, pub or nightclub.

Does not include the operation of a facility primarily engaged in retailing food or beverage products, such as a supermarket or convenience store

  • Operating a travel agency or as a tour operator, including:
    • act as agent for tour operators, transport companies and short-term accommodation establishments in the sale of travel, tour and accommodation services; Where
    • organization, assembly and marketing of tours.
  • Organize, promote, host, support or participate in events that meet the artistic or cultural interests of their patrons, including live performances or exhibitions intended for the public.
  • Preserve and display objects, sites and natural wonders of historical, cultural or educational value, such as the operation of a museum, a historic and heritage site, a zoo, a botanical garden or ‘a natural park.
  • Organize, promote or support scenic and sightseeing tours, such as sightseeing cruises or dinner cruises, steam train tours, carriage rides, airboat rides, hot air balloon rides or charter fishing services.
  • Provide charter bus services, if buses do not operate on fixed routes and times, and the entire vehicle is rented, rather than individual seats.
  • Operation or management of an amusement park or theme park, which would include:
    • operating a variety of attractions, such as mechanical rides, water rides, games, shows or thematic exhibitions; and
    • rental of concession space for these operations.
  • Operate or manage a facility or provide services enabling customers to participate in recreational activities, including:
    • fitness and recreational sports centers;
    • downhill and cross-country skiing / snowboarding areas, and equipment such as ski lifts and tows (including income from equipment rental services and ski / snowboard instruction services provided in the region) ;
    • the operation of mooring and storage facilities for owners of pleasure craft, with or without related activities, such as retailing of fuel and marine supplies, boat repair and maintenance and rental services;
    • operating leisure and entertainment facilities and services, including establishments primarily engaged in servicing coin-operated entertainment devices other than gambling, in businesses operated by others ; and
    • other entertainment activities, such as amateur sports clubs, teams or leagues, archery or shooting, ballroom dancing, rafting, curling clubs, mini golf and bowling.

Does not include i) golf, golf lessons and the ownership or operation of a facility that is a golf course, golf driving range or golf clubhouse, ii) country clubs, and iii) professional sports clubs, teams, leagues or facilities used primarily by such organizations

  • Operation or management of sites with or without services to accommodate campers and their equipment for tents, tent trailers, caravans and recreational vehicles, with the exception of mobile home sites.
  • Operation or management of an overnight recreational camp, such as a children’s camp, family vacation camp, or outdoor adventure retreat.
  • Operation or management of a hunting camp or a fishing camp.
  • Operation or management of a duty free retail store at a land border crossing where the only exit route is to the United States.
  • Operation or management of a facility whose main activity consists in showing films, such as a cinema or a drive-in.
  • Operation or management of a game room, such as a family entertainment center, indoor playground, pinball room, or video game room.
  • Operation of a facility for passengers to embark and leave a cruise ship.
  • Operation or management of an airport, including the rental of hangar space and the provision of baggage handling, cargo handling and aircraft parking services.
  • Operation or management of a casino.
  • Promote a destination or region in Canada in order to attract tourism.
  • Organize, plan, promote, host or support:
    • conventions, fairs or festivals; Where
    • weddings, parties or similar events.
  • To promote the interests of members of an industry organization or association, if the members are primarily engaged in the activities described above.

Organizations would also be required to meet the following two conditions to be eligible for this program:

  • Average monthly reduction in income of at least 40% during the first 13 periods of eligibility for the Canada Emergency Wage Subsidy (decrease in income over 12 months); and
  • A loss of income for the current month of at least 40% (the rules applicable under the previous wage and rental subsidy programs would continue to apply for the purposes of calculating the decrease in income for the current month).

Businesses that are not eligible for the Tourism and Hospitality Recovery Program but still experience significant losses may be eligible for the Hardest-Affected Business Recovery Program. Like the Canada Emergency Wage Subsidy and the Canada Emergency Wage Subsidy, both programs will be administered by the Canada Revenue Agency.
